A graduate of Southwest Texas State University, David Chiu has dedicated his professional career to forwarding the economic and political development of San Marcos, Texas. Early on Mr. Chiu applied his business savvy to restaurant & real estate development, and community investment throughout the San Marcos area before bounding into the political arena. Becoming Mayor of San Marcos forged his place in history books as the 1st Asian Mayor of Texas. His community service and accomplishments have included Chair of the San Marcos Education Foundation, Chair of the San Marcos Chamber of Commerce and Citizen of the Year in 1999. Though retired, Mr. Chiu currently serves on the Board of the Austin Community College Foundation and Central Texas Public Television Programming (KLRU).
Councilman Art A. Hall was elected to San Antonio’s City Council District 8 on May 27, 2003 and re-elected on May 7, 2005. His focus on Council has been promoting economic development for San Antonio, while balancing the interests of strong neighborhoods and a concern for the environment and other quality of life issues. Councilman Hall has been touted as a “breath of fresh air to San Antonio politics” and “one with a bright future in politics.” He is a member of Leadership San Antonio Class XXVII, was selected in 1999 by the San Antonio Business Journal as one of the city’s “Top 40 Under 40 Rising Stars,” and was recognized by the SA Scene Monthly, along with Mayor Phil Hardberger, as one of San Antonio’s “Most Influential of 2005.” Councilman Hall, an investment banker and attorney, was born in Hempstead, Texas on December 13, 1970 and grew up in Lubbock, Texas. Councilman Hall is a graduate of Harvard University (BA, 1993), Texas Tech Law and Business Schools (JD/MBA, 1996), and the University of Wales (UK) (LLM, 2000). He received the Pforzheimer Foundation Scholar Award at Harvard, and the Clifford Chance Business Law Prize for the highest academic award and the Calcott Pryce Subject Prizes in Banking and Finance, Corporate Insolvency, International Copyright, and Consumer Law at the University of Wales. He is Vice President of Popular Securities, the investment banking subsidiary of Banco Popular. He is married to Stephanie Hall, an attorney with Valero Energy Corporation, and they have one child, Londyn Elyse Hall, born on August 22, 2005.
Referred to in her home state as the "Legend of Texas," professional caterer Rosemary Kowalski founded Catering by Rosemary in 1952. She built her business into an empire and served as the official catering firm for the San Antonio Convention Center for 40 years. Kowalski transformed her business into The RK Group in 1993 and today, 11 divisions are operated under this corporate umbrella, including catering and delivery services, rentals and designs, management services, floral arrangements and restaurants. Kowalski's career in food service began in 1946 at a barbecue restaurant, which gave her 41 years to practice for a command performance: being selected as the caterer for Pope John Paul II's visit to San Antonio in 1987. Kowalski's awards number nearly 20, beginning with her election to the San Antonio Women's Hall of Fame to recent honors from San Antonio's New World Wine & Food Festival for her outstanding culinary contributions. Kowalski continues to be involved in the local affairs of San Antonio, serving on many civic, religious and social boards. She is a charter member of the LDEI Texas Chapter and is past president. Her charitable contributions to worthwhile endeavors are as legendary as her career achievements.
As Chief Executive Officer for the Greater Kelly Development Authority, Bruce Miller is responsible for leading the organization through the planning, marketing and development of the former Kelly Air Force Base. Previously, Mr. Miller served as Chief Executive Officer for the Rickenbacker Port Authority in Columbus, Ohio. He is credited with directing the development of the “Rickenbacker Renaissance,” an airport industrial area redevelopment project that supported over 8,000 jobs and over 50 businesses during his tenure. Mr. Miller has an extensive background in urban design, planning, and economic development from his thirteen years of service to the City of Columbus that included Cabinet level service as the Director of Development. Mr. Miller served in the US Army Strategic Communications Command, South Korea as an Assistant Site Chief for Microwave Telecommunications in the late 1960’s. He holds a Bachelor of Architecture from Case-Western Reserve University in Cleveland.
Rajam Ramamurthy, MD was born in Kerala, India and raised in the city Bangalore in Karnataka, South India. After obtaining her medical degree, she came to do her training in Pediatrics at Cook County Hospital in Chicago Illinois. She further sub specialized in Neonatology, the care of premature and newborn babies. In 1977, she moved to San Antonio with her family. She occupies an endowed chair as the Rita & William Head Distinguished Professor of Environmental and Developmental Neonatology, at the UT Health Science Center. She has distinguished herself as the first women to lead the Bexar County Medical Society in 150 years. An advocate for children’s health, she chairs the San Antonio Division of March of Dimes. She is a distinguished faculty of the UT Health Science center and the recipient of the Presidential Award for Excellence in Teaching. She is the first Asian to be inducted to the San Antonio Women’s Hall of Fame in 1984. Her love for medicine can only be matched by her passion for dancing. Founder member of the Arathi School of Indian Dance in San Antonio, she says that “the Arts and medicine have no geographic, racial, religious, or language boundaries, they thrive where they are appreciated.” Her husband, Dr. Somayaji Ramamurthy is the Director of pain management program at the UT Health Science Center. Her children have distinguished themselves in the respective fields, her son as an actor and daughter as a physician specializing in Medicine and Psychiatry.
Peter Sakai is the 225th District Court Judge. He was born and raised in the Rio Grande Valley to Pete and Rose Marie Sakai; a farming family for over two generations. He received his Law Degree from the University of Texas at Austin. Judge Sakai has been a licensed Attorney and Counselor at Law for 26 years. His judicial experience totals more than 18 years in Municipal Court, Juvenile Court (289th District Court), and Bexar County Children's Court (All Civil District Courts of Bexar County). Judge Sakai is a widely recognized community leader who works hard to bring new ideas and solutions to help resolve issues of child abuse and neglect and family violence and to constantly challenge all involved in the child welfare system to more effectively serve the families that come into the courtroom and prevent child abuse and neglect. Judge Sakai has been married for over 23 years with Raquel "Rachel" Dias-Sakai, an educator for 30 years in Harlandale ISD. They have two children, George(21) and Elizabeth (15).
With over 35 years of experience in the discount retail business, Chuck Siegel began his upper management career in 1976 as one of the founding partners of Shoppers World stores. He became CEO and President in 1982 and six years later, the company changed it name to 50-Off Stores. During Siegel’s tenure, the company grew from its start of 9 stores to 114 stores in 13 states. In 1996, Mr. Siegel joined Solo Serve as its acting President, Chairman and CEO until 1999. He then turned his retail experience on Commercial Real Estate as a sales agent with Rohde Realty. By July of 2000, the company changed its name to Rohde, Ottmers & Siegel Realty with Siegel serving as partner and corporation President. His focus over the past four years has been over the disposition of properties for Kmart and Walmart stores and in the leasing of recycled real estate.
Sichan Siv was nominated by President George W. Bush in October 2001 and unanimously confirmed by the Senate as the 28th Ambassador to the United Nations Economic and Social Council. From 2001 until recently, he concurrently represented the United States at the UN General Assembly and Security Council. In June 2005, Ambassador Siv addressed the 60th Anniversary of the UN in San Francisco, following a tradition set by Presidents Truman in 1945, Eisenhower in 1955, Johnson in 1965, Secretary of State Schultz in 1985, and Clinton in 1995. Ambassador Siv was a delegate to the 57th UN Commission on Human Rights. From 1989 to 1993, during the Administration of the 41st President, George Bush, he served as Deputy Assistant to the President for Public Liaison and Deputy Assistant Secretary of State for South Asian Affairs. Ambassador Siv holds a Master of International Affairs from Columbia University. A native of Cambodia, he escaped forced labor camps in 1976 and was resettled as a refugee in Wallingford, Connecticut. He is married to the former Martha Pattillo of Pampa, Texas.

Alamo AACC Board Member Inducted to San Antonio Women's Hall of Fame
Mayor Announces Chennai, India Sister City Agreement
On Wednesday, February 27, Mayor Phil Hardberger and Chennai, India's Mayor M. Subramaniam signed a Sister City agreement between the two cities. Alamo AACC President, Kausi Subramaniam, was part of an 11 member delegation that traveled to Chennai to sign the agreement. During a teleconference, Mayor Hardberger discussed how San Antonio's Sister City agreement with Chennai will lay the foundation for significant economic and cultural exchanges in such areas as commerce, health, education, and technology.

Free Trade Alliance Trade Mission Led by Mayor Hardberger Returns from China
On Monday, October 1st, representatives from the City of San Antonio, led by Mayor Hardberger and comprised of city and business leaders, returned from a ten-day trade mission to China. Cities included in the trade mission were Hong Kong, Shenzhen, Guangzhou, Shanghai and Xian.
